Senate Energy and Natural Resources Committee Advances EFFECT Act, LEADING Act

July 16, 2019

Today, the Senate Energy and Natural Resources Committee favorably reported the Enhancing Fossil Fuel Energy Carbon Technology (EFFECT) Act (S. 1201) and the Launching Energy Advancement and Development through Innovations for Natural Gas (LEADING) Act (S. 1685) out of Committee. Please see below for CURC’s statement on the Committee markup:

“CURC applauds the Senate Energy and Natural Resources Committee for advancing the Enhancing Fossil Fuel Energy Carbon Technology Act. The bill represents a ‘moonshot’ initiative for carbon capture, which must be part of the suite of technology solutions that will be needed to address the use of fossil fuels both in the U.S. and globally. The EFFECT Act will modernize our technology goals and objectives and drive the public-private partnerships that CURC members need in order to commercialize the technology and position the U.S. as a global leader in carbon capture.

Similarly, CURC appreciates that the Committee advanced the Launching Energy Advancement and Development through Innovations for Natural Gas (LEADING) Act of 2019. CURC is supportive of the development of CCUS technologies for both coal and natural gas applications. Along with the Electric Power Research Institute (EPRI), CURC develops an Advanced Fossil Energy Technology Roadmap that identifies research, development, and demonstration needs for a suite of fossil energy technologies, including carbon capture on coal and natural gas. The LEADING Act is complementary to the EFFECT Act, which reflects the priorities of the Roadmap in support of carbon capture. We thank the Committee for their continued leadership in advancing policies that support the development and deployment of innovative carbon capture technologies.”
